There is hereby established in the City Fire Department a nonreverting fund called the City Fire Department Training Fund, subject to the following terms and conditions.
(A) Monies received from any training programs shall be deposited into the fund and shall be used for the purchase of training materials, equipment, and for paying the instructors.
(B) The monies in the fund shall be subject to the same appropriation process as other city funds that are funded from the general fund.
