§ 35.04 EQUIPMENT.
   (A)   The Fire Department shall be equipped with such fire apparatus, fire equipment, EMS apparatus, and EMS equipment as may be required, from time to time, to maintain its efficiency and enable it to effectively protect life and property from fire.
   (B)   The Fire Chief shall make recommendations to the Common Council regarding the fire apparatus, fire equipment, EMS apparatus, and EMS equipment required by the Fire Department to enable it to effectively protect life and property from fire. Upon the Board’s approval of any or all of the Fire Chief’s recommendations, the Fire Department shall be authorized to purchase such approved fire apparatus, fire equipment, EMS equipment, and EMS apparatus in such manner as may be designated by the Common Council.
   (C)   All fire apparatus, fire equipment, EMS apparatus, and EMS equipment shall be safely and conveniently stored in such places as are deemed by the Fire Chief to allow for efficient and effective responses to fires and other emergency situations.
   (D)   Suitable arrangements shall be provided for notifying all members of the Fire Department so that they may promptly respond to fires and emergency situations.
   (E)   No person shall use any fire apparatus, fire equipment, EMS apparatus, or EMS equipment for any private purpose.
   (F)   Unless authorized by the Fire Chief or the Fire Chief’s designee, no person shall enter any place where any fire apparatus, fire equipment, EMS apparatus, or EMS equipment are stored nor shall any person handle any fire apparatus, fire equipment, EMS apparatus, or EMS equipment belonging to the Fire Department.
   (G)   The Board is authorized to enter into agreements or contracts with nearby jurisdictions to provide the residents of such nearby jurisdictions with fire protection or to establish a mutual aid system.
   (H)   Unless otherwise approved by the Mayor, no fire apparatus, fire equipment, EMS apparatus, or EMS equipment shall be permitted to leave the city, except in compliance with the terms of a duly authorized mutual aid agreement. The Fire Chief is authorized to assign fire apparatus, fire equipment, EMS apparatus, and EMS equipment to respond to calls for outside aid, in accordance with division (G) above, only when the absence of such equipment will not jeopardize protection in the designated fire district.
   (I)   No person except for such persons authorized by the Fire Chief shall ride on fire vehicles or emergency vehicles on any emergency run.
