§ 35.03 FIRE CHIEF, DUTIES, POWERS.
   (A)   The Fire Chief shall promulgate rules and regulations to govern the operation of the Fire Department.
   (B)   Subject to § 35.05, the Fire Chief shall determine the number of members and background and training of the members of which the Fire Department is to be comprised. The Fire Chief shall determine and assign the responsibilities of all members of the Fire Department.
   (C)   The Fire Chief shall conduct or cause to be conducted drills and/or instruction in the operation and handling of fire equipment, first aid and rescue, fire prevention, and all other matters generally considered best practices in firefighting and safety of life and property from fire. All volunteer and part-time members shall attend at least 12 drills each year and at least one school or seminar per year. Penalty for noncompliance under this division (C) shall be disciplinary action as determined by the Fire Chief, subject to the right of such offending members of the Fire Department to a hearing before the Board.
   (D)   The Fire Chief or Fire Chief’s designee is required to assist the applicable law enforcement authorities in conducting arson investigations by investigating or causing to be investigated the cause, origin, and circumstances of all fires suspected to be the result of arson events.
   (E)   The Fire Chief shall be responsible for maintaining or causing to be maintained complete records of all of the following:
      (1)   Fire inspections;
      (2)   Fires;
      (3)   Fire apparatus;
      (4)   Fire equipment;
      (5)   EMS apparatus;
      (6)   EMS equipment; and
      (7)   Other information pertaining to the operation of the Fire Department.
   (G)   From time to time as requested, the Fire Chief shall report to the Mayor, Common Council, and Board statistics pertaining to fire runs, EMS runs, and other runs made by the Fire Department.
   (H)   The Fire Chief shall deliver a complete annual report to the Common Council within one month after the close of the fiscal year; such annual report shall include the information specified in division (G) above, together with comparative data for previous years and recommendations for improving the effectiveness of the Fire Department.
