§ 34.23 LIEUTENANTS CONSIDERED COMMANDING OFFICERS.
   Lieutenants shall be considered commanding officers of the Police Department and they shall each be held responsible for the operation of the division, function, or activity to which they are assigned. All orders or directions issued by them shall be in conformity with policies of the Department and legal requirements. They shall avoid injury, degradation, or discredit to subordinates in the presence of others whenever possible. Subordinates shall show them proper respect and shall carry out orders and directions from them. They shall report all irregularities or disciplinary problems to the Chief or Assistant Chief.
