(a) Every taxicab shall be kept in a safe and sanitary condition and shall undergo a safety check every six months by the Chief of Police for items on a schedule applicable to all taxicabs operated within the City approved by Council. Each taxicab within the City shall at all times meet the following minimum requirements for equipment:
(1) A light within the passenger compartment, capable of being lighted, or extinguished by the passenger;
(2) A spare tire, capable of being used on any of the wheels of the vehicle;
(3) A set of tools for changing tires.
(b) Whenever a taxicab is found not to be in a safe and sanitary operating condition, or does not comply fully with all the requirements specified herein, the Chief of Police, upon investigation as described in subsection (a) hereof, shall suspend or revoke the license of the taxicab concerned.
