(a) Every person, firm or corporation owning and operating a taxicab or taxicabs under license from the City may adopt any trade name, design, color scheme or method of painting or lettering that may be approved by the Mayor. Such trade name, design, color scheme or method of painting or lettering shall include the following matter:
(1) The name of the owner or trade name under which business is done shall be painted on each side of the taxicab;
(2) Whenever the name of the owner, or the trade name under which business is done does not include the words "taxicab", "taxi", or "cab", then the word ''taxicab", shall be painted on each side of the taxicab immediately beneath the name or trade name.
(b) When an approved trade name, design, color scheme or method of painting and
lettering is not adopted, then the owner of any taxicab shall paint the following matter on each side of such taxicab: A painted panel, enclosing on separate lines the name of the owner, and the word "Taxicab". Such panel shall be painted on each side of the taxicab and cover no less area than ten inches by twelve inches, and shall be substantially as follows:

Taxicab
(c) All mandatory lettering and wording shall be at least two inches in height and shall be of such color as in the opinion of the Mayor will contrast distinctly with the color of the body of the taxicab. All trade names, designs, color schemes or method of painting and
