No license shall be displayed on any taxicab except the one for which it was issued. In the event the owner of a licensed taxicab ceases to own the taxicab, or such vehicle becomes unsuitable for operation, an affidavit may be filed with the Mayor. The Mayor shall transfer the license to any other vehicle belonging to such owner, providing the vehicle is approved by the Mayor, and complies with the requirements of this chapter.
