(a) No person shall operate or permit the operation of any taxicab or motor vehicle, unless and until the owner has, and maintains, liability insurance on such vehicles, to the satisfaction of the Mayor. However, if the insurance becomes dormant the license to operate such vehicles shall immediately become void. Upon renewal of the insurance and the payment of five dollars ($5.00), the Mayor shall reinstate the license.

(b) Such insurance policies shall be not less than the amounts required by Ohio R.C. 4509.51(B).
