(a) The Mayor shall investigate each applicant for a taxicab license and shall present his findings to Council. If Council finds from the investigation, that the public convenience and necessity justify the operation of a vehicle for which license is desired, the Mayor shall notify the applicant of its findings. The decision of Council shall be final.
(b) If Council decides that the public convenience and necessity require the issuing of a license, the applicant shall furnish the Mayor with any additional information required. If the Mayor finds that the applicant is the owner of the vehicle for which license is desired, that such vehicle is a safe conveyance, and complies with this chapter, he shall issue a license to applicant, upon payment of the proper license fee, and furnishing of the insurance required. If it is determined that such public convenience and necessity do not justify the operation of the vehicle, he shall forthwith notify applicant, and such decision shall be final.
