1311.02 APPLICATION.
   (a)   To obtain a permit the applicant shall first file an application therefor in writing with the City Clerk on a form furnished for that purpose ten days before commencing construction.
   (b)   Every such application shall:
      (1)   Show the use or occupancy of all parts of the building.
      (2)   Be accompanied by plans and specifications as required in subsection (c) of this section.
      (3)   State the valuation of the proposed work.
   (c)   Each application for a permit shall be accompanied by two sets of plans and specifications except for small and unimportant work when authorized by the Building Inspector.
      (1)   Plans and specifications shall be drawn to scale upon substantial paper or cloth and shall be of sufficient clarity to indicate the nature and extent of the work proposed and show in detail that it will conform to the provisions of the Building Code and all relevant laws, ordinances, rules and regulations of the City.
      (2)   The first sheet of each set of plans shall give the house and exact address of the work and the name and address of the owner. Plans shall include a plot plan showing the location of the proposed building on the lot it is to occupy and of every existing building, if any, on the lot. In place of detailed specifications, the Building Inspector may approve references on the plans to a specific section or part of the Building Code or other ordinance or law.
