§ 33.01  USE OF COURTHOUSE AND COURTHOUSE ANNEX.
   (A)   Purpose. The purpose of this section is to establish an orderly, uniform and equitable policy for the regulation of the use of the Courthouse and the Annex, including the buildings and grounds, so as to promote the safety and welfare of the public and the employees and facilitate the efficient, proper and cost-effective cleaning and maintenance of the building.
   (B)   Prohibition against incendiary devices/smoking on grounds. No person shall place or use any candles, lanterns, lighters or any other incendiary devices within the Courthouse or Annex. Any smoking on the grounds surrounding the Courthouse or Annex shall occur in designated smoking areas only.
   (C)   Prohibition against blocking doorways, hallways and other routes necessary for emergency exiting of the building. No person shall place furniture, boxes or objects of any kind in hallways, interior and exterior doorways, aisles or other areas that in any manner serve to block, obstruct, interfere or otherwise limit or prevent employees or the public from ingress or egress from the Courthouse, the Annex or any offices contained therein, or interfere with the regular cleaning and maintenance of the buildings. This section shall not apply to equipment and devices that are or will in the future be installed at entrances to the buildings for security purposes.
   (D)   Prohibition against the presence and use of gas or electrical appliances, extension cords or other electrical devices except in designated area. No person shall place, or use any gas or electrical or battery powered appliances or devices such as coffee pots, microwave ovens, grills, refrigerators, coolers, cooking devices, electric fans or any other devices, including electric extension cords, except in those areas specifically designated by the Board of Commissioners; nor shall any appliances or devices be placed, installed or used in the designated areas except those expressly approved by the County Maintenance Superintendent (“Maintenance Superintendent”).
   (E)   Use of walls, doors and window surfaces. No person shall use nails, unapproved tape or other unapproved devices to affix, post or install any items such as signs, pictures, calendars, bulletin boards, memorabilia and the like onto the walls, doors or window surfaces of the Courthouse or Annex, or within any offices contained therein, without the express written permission of the Maintenance Superintendent. No person shall post, affix or install any profane, vulgar, sexually explicit, discriminatory or offensive, or otherwise inappropriate signs, pictures, notices or other objects on any walls, doors, windows or other surfaces within or outside of the Courthouse building or grounds or the Annex or grounds.
   (F)   Establishment of rules regarding use of courthouse, annex and grounds. The Maintenance Superintendent is hereby authorized to establish other rules and regulations related to the use of the Courthouse, the Annex and grounds as are consistent with the purposes of this section.
   (G)   Enforcement. The Maintenance Superintendent is hereby authorized and directed to take all actions necessary and proper to obtain enforcement of this section and any rules and regulations related thereto. Enforcement shall include the right of the Maintenance Superintendent to take and retain physical possession of any appliances or devices brought into or used in the Courthouse or Annex in violation of this section until the owner of the device exits the buildings. In the event of repeated violations, the Maintenance Superintendent may confiscate the device or item.
   (H)   Applicability and effective date. This section shall become in full force and effect from and after its adoption by the Board of Commissioners and its publication in accordance with I.C. 36-2-4-8(b) and I.C. 5-3-1.
