(A) It shall be the duty of the area law enforcement officials serving in the county to investigate reports of violations of this chapter. Any person violating any provision of this chapter shall be subject to punishment by fines or sanctions set forth in § 91.99.
(B) Upon receipt of any complaint or report of a violation of this chapter, the Animal Bite and Neglect Officer or any area law enforcement agency shall conduct an investigation of the complaint.
