§ 91.08  DANGEROUS DOGS, ABANDONMENT AND CRUELTY.
   (A)   Dangerous dogs. Every dangerous dog, as determined by the Animal Bite and Neglect Officer, shall be confined by the owner within a building or secure enclosure and shall be securely muzzled and controlled or caged whenever outside of the enclosure.
   (B)   Abandonment. No person shall abandon any animal. All unwanted animals shall be placed in a humane home, euthanized properly or taken to the animal shelter.
   (C)   Poisoning animals. No person shall expose any known poisonous substance, whether mixed with food or not, so that it shall be liable to be eaten by any animal; provided that, it shall not be unlawful for a person to expose on his or her own property common rat or mouse poison, unmixed or mixed only with vegetable substances.
   (D)   Abuse or torturing animals.
      (1)   No person shall knowingly or intentionally torture any vertebrate animal. This provision does not apply to persons who are legally engaged in fishing or hunting of wild animals for food or sport.
      (2)   Any parent shall be responsible for a minor that tortures any vertebrate animal.
   (E)   Fighting. No person shall permit or conduct any dog fight, cock fight or other combat between animals or between animals and humans.
