§ 156.36 ILLUMINATION.
   (A)    Only permanent subdivision signs, multi-family development signs, permanent business signs, electronic message boards, and multiple occupancy building signs may be illuminated. Signs regulated in Local Business LB-B, permanent subdivision signs, and multi-family development signs may only be illuminated externally. All illumination must be with a light of constant color and intensity. No sign shall be illuminated by or contain flashing, intermittent, rotating, or moving light. All illuminated signs, both digital and non-digital, may be illuminated from 5:00 p.m. until 11:00 p.m., or until 1/2 hour past the close of business of the facility being identified or advertised, whichever is later. A business or facility that is open 24 hours a day is not required to turn off its sign.
   (B)   No illuminated sign or lighting device shall be placed or directed so as to permit the beams and illumination therefrom to be directed or beamed upon a public thoroughfare, highway, sidewalk, or adjacent premises so as to cause glare or reflection that may constitute a traffic hazard or nuisance.
   (C)   Electronic message boards shall have a brightness of 5,000 nits (candela per square meter) between sunrise and sunset and 250 nits during nighttime hours. Signs shall employ a light sensing device that can automatically adjust the brightness of the display within the limits described above. Minimum display duration shall follow the following equation:
