The City Council may give a variance to any sponsor from the terms of this chapter in regard to the distance between curbs provided herein, and further in regard to the building of curbs and gutters. In the event the sponsor applies for a variance for the elimination of concrete curbing and gutter, the sponsor shall include in the plans and plat of the subdivision a plan for ample drainage facilities along each side of the paved portion of the street or roadway, and must further construct the drainage facilities.
