If the City Council approves the plat and plan, the sponsor shall then construct all streets, roadways, curbs, and gutters, as well as the necessary sewer lines and water lines in conformity with the regulations set out in § 154.05 to the approval of the city. In lieu of the construction and installation of streets and lines, the sponsor shall be allowed to furnish a surety bond in an amount to be set by the City Council, ensuring that the construction of sanitary sewer and water lines will be performed within a time specified in writing by the City Council.
