The sponsor of the proposed subdivision shall submit a plat thereof showing the size of lots, the location and widths of streets, the specifications for the construction of the streets, curbs, and gutters and the longitudinal grade of all proposed streets, prepared by a licensed engineer or surveyor, to the Plan Commission. If the Plan Commission approves the plans and plat, then the sponsor shall submit the plat and plan to the City Council for approval.
