§ 72.19 SALE OR TRANSFER REQUIREMENTS.
   Any person who sells or transfers ownership of a motorized bicycle must comply with this section.
   (A)   Any dealer located in the city who acquires a licensed motorized bicycle by purchase or trade for purposes of resale shall report the transaction to the Police Department within 48 hours, giving the name and address of the person from whom acquired, the license number, and an identifying description of the motorized bicycle. When the notice is received, the Police Department shall cancel and annul the license on its records, and the same may not be transferred to a new owner who may subsequently acquire the motorized bicycle from a dealer.
   (B)   Any dealer located in the city who sells a motorized bicycle to any resident of the city shall report the sale, along with the name and address of the purchaser, to the Police Department within 48 hours. In the event that the purchaser does not register and obtain a license for the motorized bicycle within ten days of the purchase, the Police Department shall send the purchaser a warning notice of failure to comply with the requirements of § 72.16.
   (C)   Dealers located outside of the city may be requested to cooperate and comply with the provisions of divisions (A) or (B) above, but shall not be obliged to do so. In the case of a cooperating nonresident dealer, the Police Department shall follow the same procedures as in the case of a resident dealer.
   (D)   Any owner of a motorized bicycle which has an unexpired license, shall, upon directly selling or otherwise transferring ownership thereof to any other person except a dealer located in the city, report the transaction to the Police Department within 48 hours, and shall surrender to the Police Department his or her owner’s copy of the license certificate. The new owner, if he or she wishes to maintain the license in effect, must apply to the Police Department for a license transfer and pay a transfer fee of $2.50. The transfer shall be executed by the Police Department if the new owner is otherwise eligible for a motorized bicycle license. However, the new owner shall also have the option of applying and paying the fee for a new license, in which case the Police Department shall cancel and annul the previous license.
