The rates and charges set forth in this chapter are approved by the City Council to the extent that the rates and charges are sufficient to compensate the city for taxes due the city would be paid on the water utility property were it privately owned, and to the extent that the rates and charges provide a reasonable return on the water utility plant of the city as determined by the City Council.
