(A) All bills for water service not paid within ten days from the due date thereof, as stated in the bills, shall be subject to a collection or deferred payment charge of 10% on the first $3, and 3% on the excess over $3.
(B)
After any water service is disconnected to any property served by the water utility for any reason, whether at the request of the consumer or because of failure to pay sewer or water bills, there shall be imposed a fee of $50 for turning on the water service during business hours and $150 for turning on water service outside of business hours.
