No persons, except those authorized by the Superintendent, shall take water from any public or private hydrant, street washer, faucet, hose-pipe, or fountain, except for fire purposes and for the use of the Fire Department in case of fire; or in any way use or take water for private use which is supplied by the water utility without first paying for the same and receiving a water utility receipt therefor.
