Municipal sewage collection and treatment services shall be provided in accordance with the rate schedule subject to the terms of the written contract as shall be first approved by resolution of the Board of Public Works and Safety and ordinance of the City Council authorizing the Mayor to execute, on behalf of the city and the municipal sewage works, which, after execution by all parties, shall be ratified by City Council and two copies maintained by the Clerk-Treasurer for public inspection as follows: Valley Rural Utility Company for a period of 30 years, beginning August 21, 2007, providing special terms and conditions for rate changes, metering, billing, collection and other matters notwithstanding provisions of this code.
