§ 34.015 ADOPTION OF RULES; SCOPE; AMENDMENTS; VARIATIONS FROM STATE LAW.
   (A)   Council hereby adopts the rules of the Parks and Recreation Board as set forth below. The rules of the Parks and Recreation Board advise with respect to the acquisition, development, maintenance and operation of the parks and recreational facilities of the city. The Board shall solicit input from, provide assistance to, and cooperate with, civic, historical and youth athletic organizations in providing these services and facilities.
   (B)   Any future amendments to the rules of the Parks and Recreation Board shall be adopted by an ordinance passed by Council.
   (C)   Any rule of the Parks and Recreation Board set forth below that is different from, but not in conflict with, the parks and recreation laws of the state are hereby adopted by the city under its constitutional home rule authority.

Rules
   1.   The Board shall annually establish the day and time of their regular monthly meetings.
   2.   A majority of three members shall constitute a quorum to do business.
   3.   The Board shall adopt and publish, in printed form, its own rules.
   4.   The Board shall keep a journal of all proceedings.
   5.   Votes shall be by roll call and the vote of each member shall be recorded.
   6.   At the January organizational meeting each year, a Chairperson and Vice-Chairperson shall be elected.
   7.   These officers may serve two consecutive terms and, after a one-year lapse, may serve again.
   8.   The Chairperson shall be the presiding officer.
   9.   In the absence of the Chairperson, the Vice-Chairperson shall preside.
   10.   Special meetings may be called by the Chairperson and Vice-Chairperson, or by any three members.
   11.   Forty-eight hours notice to members, the news media and Council is required for special meetings, and copies of minutes shall be distributed to all members, the Mayor, Council, the Director of Public Service and the Director of Planning.
   12.   Robert’s Rules of Order will be used when questions of order arise.
   13.   Any member who misses three consecutive meetings on an unexcused basis may be removed by a simple majority vote of the Board.
