§ 41.102   WORK PERFORMED UNDER PERMIT
   (A)   All work performed under a permit issued by the Utilities Superintendent shall be performed in accordance with the practices and standards established by the Utilities Superintendent, and otherwise as may be established by applicable state and federal law, with respect to ditching, excavating, and backfilling.
   (B)   The work shall be performed so as to cause minimum interference with the proper and usual use of the streets, alleys, public places, and public services of the city. It shall be completed within a reasonable time; and the property disturbed shall be restored to as good or better condition as it was in before the ditching or excavating.
   (C)   In case of ditches or excavations made in asphalt or concrete paving, the city shall have the right to restore the property disturbed to its prior condition at the expense of the person obtaining the permit for the work. In such event, the city shall charge for the restoration the rate established by the Utilities Superintendent for filling, paving, and any other work involved, and the charge shall be payable in advance of the issuance of the permit.
