It shall be unlawful for the driver of a vehicle to stand any vehicle for any period of time, or for any peace officer to stand a vehicle carrying or receiving prisoners for a period of time longer than is necessary to load or unload the prisoners, not to exceed thirty (30) minutes, in the loading zone located on the east side of Hill Street from the intersection of Second Street south for a distance of one hundred (100) feet.
