It shall be unlawful to park a motor vehicle at a marked parking space within the city for longer than two (2) hours at any one time, and it shall be further unlawful to move a parked motor vehicle from one marked parking space to another within the same street block for a total parking time of longer than two hours, except of the following days:
(A) Sundays;
(B) Holidays; and
(C) At such other times as the City Council may authorize.
