Spaces which are clearly marked for parking for persons with disabilities either on public streets or private parking areas provided for public use by merchants, other retailers and professionals shall be used only by persons who are disabled within the meaning of KRS 186.041, 186.042, or 186.456 and have the license plate or permit properly displayed on their vehicle.
