(A) Any person, firm, or corporation that loads or unloads goods, wares, or merchandise in the city, upon securing a parking or unloading permit as hereinafter set out shall be permitted to park at any time alongside any parking meter or meters without further charge.
(B) Parking or unloading permits shall be issued by the City Clerk to any person, firm, or corporation entitled the same under this section upon receipt of the sum of one hundred dollars ($100.00) per year.
(C) Parking or unloading permits shall be an annual permit and shall expire at midnight December 31 of each year.
