§ 21.803   POWERS; DUTIES
   The Building Inspector shall have the following powers and duties:
   (A)   Receive application for permits, at least on a weekly basis, as required by §§ 70.100 through 70.109;
   (B)   Examine premises for which permit applications have been issued and shall determine the fair market value of the cost of construction;
   (C)   Make necessary inspections to see that the provisions of law are being complied with and that construction is prosecuted safely;
   (D)   Enforce all provisions of the building regulations of the city;
   (E)   When requested, by proper authority, or when the public interest so requires, make investigations in connections with matters referred to in §§ 70.100 through 70.109 and render written reports on the same;
   (F)   To remove illegal or unsafe conditions, to secure the necessary safeguards during construction, or to require adequate exit facilities in buildings and structures, and issue such notices or orders as may be necessary.
   (G)   Accept reports of recognized inspection service, after investigation of their qualifications and reliability. No certificate called for by any provision of §§ 70.100 through 70.109 shall be issued on such reports unless the same are in writing and certified to by a responsible officer of such service.
   (H)   Keep comprehensive reports of applications of permits issued, of certificates issued, of inspections made, or reports rendered, and of notices or orders issued.
      (1)   Copies of required plans and all documents relating to building work so long as any part of the building or structure to which they relate may be in existence, shall be retained on file.
      (2)   All such records shall be open to public inspection for good and sufficient reasons at the stated office hours, but shall not be removed from the office of the Building Inspector without his written consent.
   (I)   Make written reports of his activities as may be requested of him by City Council.
