§ 70.109   UTILITY SERVICE CONNECTIONS; CERTIFICATES OF OCCUPANCY
   Prior to the connection of city utility services and occupancy of any building, the balance of any fees owed shall be paid and a certificate of occupancy must be issued by the Building Inspector and Fire Inspector.
