§ 72.06 EXCEPTIONS.
   (A)   Notwithstanding the provisions herein, a vehicle which is improperly parked, according to § 72.01(I) and (J), owned or operated by a person who is not a resident of the city and is a guest of a resident of the city may be parked in the driveway of the residence in which the vehicle owner or operator is a guest for a period not to exceed 72 hours, provided that a permit is obtained from the City Clerk, the Chief of Police or his or her designated agent. The permit shall be issued by the City Clerk, the Chief of Police or his or her designated agent upon the completion by the resident of an application stating that the permit shall be used exclusively by his or her guest. The permit shall be displayed prominently on the vehicle. Permits issued pursuant to this section may be renewed for additional periods of 72 hours each, not to exceed three renewals within a 60-day period.
   (B)   (1)   Notwithstanding the provisions herein, a person may park a vehicle in the driveway of that person's dwelling for a period not to exceed 48 hours for the purposes of loading, unloading, cleaning, repairing or servicing the vehicle, upon obtaining a permit from the City Clerk, the Chief of Police or his or her designated agent. The permit shall be issued by the City Clerk, the Chief of Police or his or her designated agent upon the completion by the vehicle owner of an application for the permit stating that the permit will be used solely for the foregoing purposes. The permit shall be displayed prominently upon the vehicle. Permits issued pursuant to this section may be renewed one time for an additional 48- hour period, but may not be further renewed.
      (2)   A new permit may not be issued to any person pursuant to this section within one week after the issuance to that person of a prior permit pursuant to this section except in the event of an emergency situation creating likelihood of injury to persons or property, the existence of the emergency to be determined by the Chief of Police or his or her designated agent.
   (C)   The Mayor may prohibit parking on any streets within the city during construction or an emergency. For the purpose of construction or during an emergency, the Mayor shall issue and have delivered a written notice to each residence or business on streets affected by the parking prohibition and instruct the city police regarding its enforcement. The notice shall describe a beginning and ending period for the parking prohibition.
