§ 72.01 LIMITATIONS ON STOPPING AND PARKING.
   It shall be unlawful for any person to:
   (A)   Park any vehicle in a marked handicapped parking space unless that vehicle displays a handicapped parking permit issued by appropriate governmental authorities for handicapped persons, when operated by a handicapped person or when transporting a handicapped person.
   (B)   Park any vehicle in an area designated as a fire lane. A fire lane is so designated with a sign marked “No Parking, Fire Lane” or with the words “Fire Lane” painted on the pavement or with a yellow curb or any combination thereof which satisfy public safety specifications.
   (C)   Park any vehicle in any manner on a public way other than with its right-hand side toward and parallel with the curb two right wheels on the paved surface within six inches of and parallel with the curb.
   (D)   Park any vehicle in any manner which may be a nuisance, obstruction or a hindrance in or on any public way within the city either during the day or night
   (E)   Park any vehicle within the right-of-way or on the rights-of-way listed in Chapter 74, Parking Schedule II.
   (F)   Park any vehicle, other than an emergency vehicle, on a public way in front of or in the approximate vicinity of any home, apartment or other dwelling for a period in excess of four hours except for semi-trailers and truck tractors from which or into which household goods are being loaded or unloaded as part of a resident moving into or out of a dwelling or delivering goods, merchandise or other property or services to a resident of the city.
   (G)   Park any vehicle on a public way for a period in excess of four hours, except as permitted in division (F).
   (H)   (1)   Park any vehicle upon any public or private property, except upon a paved, graveled or other similarly constructed surface except a paved, graveled or other surface that exists in violation of city ordinance.
      (2)   No property owner or resident shall be allowed to extend any existing paved, graveled or other similarly constructed surface onto any property of the city, except by permit of the city.
   (I)   Park any vehicle with a gross weight equal to or in excess of 10,000 pounds on a residential street or driveway, except that a vehicle may be parked on a residential street or driveway for the purpose of and only so long as necessary for the vehicle to be loaded or unloaded with goods, merchandise or other property.
   (J)   Park, store or maintain any boat, trailer, camper, recreational vehicle, mobile home, bus or motor truck, which motor truck exceeds 1½-tons load capacity on any public or private property in a residential area except behind the front wall of the residence, on a hard durable surface.

   (K)   The provisions of this section prohibiting the stopping and parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control devices.
   (L)   The provisions of this section imposing a time limit on parking shall not relieve any person from his or her duty to observe other and more restrictive provisions prohibiting or limiting the stopping or parking of vehicles in specific places or at specified times.
(M)   When signs are erected in compliance with the provisions of division (P) below giving notice thereof, no person shall park a vehicle at any time on any street so marked by official signs.
   (N)   When a curb has been painted in compliance with the provisions of division (P) below, no person shall park a vehicle at any time at or adjacent to any curb so marked.
   (O)   When signs are erected in compliance with the provisions of division (P) below, in each block giving notice thereof, no person shall park a vehicle between the hours specified by official signs on any day except Sundays on any street so marked.
   (P)   (1)   The city shall determine on what streets or portions thereof stopping or parking shall be restricted or prohibited. Whenever under authority of or by this traffic code or any other ordinance any parking limit is imposed or parking is prohibited on designated streets, or parking areas are restricted to handicapped parking, appropriate signs shall be erected giving notice thereof.
      (2)   However, in lieu of erecting signs or in conjunction therewith, the face and top of a curb or curbs at or adjacent to which parking is prohibited at all times may be painted a solid yellow color.
      (3)   No regulations or restrictions shall be effective unless the signs have been erected and are in place or the curbs are painted yellow at the time of any alleged offense, except in the case of those parking restrictions which by their very nature would not require signs and markings.
