§ 91.07 ABATEMENT BY VILLAGE.
   (A)   If the provisions of §§ 91.05 and 91.06 of this code are not complied with, the Village Manager, or the duly authorized representative (such as the Code Enforcement Officer) shall notify the occupant or owner of the premises to comply with the provisions of such sections within a time to be specified in such notice. Such notice shall require compliance with §§ 91.05 and 91.06 within ten calendar days after service of such initial notice. All subsequent violation notices within the same calendar year will result in posting on the premises of a 24-hour notice for compliance to the occupant or owner.
   (B)   (1)   If such notices are not complied with within the specified time limit, the village shall cause such weeds, grass and other vegetation to be removed or destroyed, and the actual cost of such cutting, removal or destruction, plus an administration fee of 15% of the actual costs incurred, shall be charged to the property owner. Said persons shall be given written notification by regular, first-class mail of the fines and costs assessed.
      (2)   If said persons fail to pay the village said fines and costs within 30 days of the mailing of the notification, said fines and costs will be a special assessment against the property, as authorized by the Village Treasurer and as provided by law. Levying or collection of such special assessment shall not relieve any person offending against this chapter from the penalty prescribed for violation of this chapter.
