Council shall choose the Manager solely on the basis of his or her executive and administrative qualifications in the profession of management, as judged by the adequacy of his or her technical training or successful experience in administration, or both. At the time of appointment, the Manager need not be a resident of the municipality, but during his or her tenure of office, he or she shall reside in the municipality, unless authorized by Council to reside elsewhere. The Manager shall serve for an indefinite term.
