The Council shall appoint, by majority vote of all members, an officer of the municipality with the title of Manager who shall have the powers and perform the duties set forth in this Charter or by ordinance. No member of Council shall be eligible for appointment as Manager during the term for which he or she was elected, or for one year thereafter.
