The municipality may exercise all municipal powers, functions, rights, privileges and immunities of every name and nature whatsoever, except as prohibited by the Constitution of the United States, or the Constitution of the State of Ohio, or as limited or restrained by this Charter or by the general statutes of the state of Ohio relating to matters of statewide concern. The enumeration of specific powers in this Charter is not exclusive. In addition to the powers enumerated or implied from, or appropriate to the exercise of such enumerated powers, the municipality may exercise all additional powers that this Charter could have specifically enumerated.
