All powers of the municipality shall be vested in the officers provided in this Charter, or in the people. Where any existing or future acquired power is not assigned by this Charter to a specific officer, it shall be deemed to be among the powers of Council. All powers shall be exercised as prescribed by Charter, or if not prescribed by Charter, then as prescribed by ordinance, or if not prescribed by Charter or ordinance, then as provided by the general state law, until a different procedure is provided by Charter or ordinance.
