All bids submitted pursuant to the notice for bids provided for by Section 911.02 shall be accompanied by a certified check payable to the Town for the amount of not less than three percent (3%) nor more than ten percent (10%) of the aggregate bid. Such bids shall be opened and read publicly in Council.
