After Council shall have determined upon the improvement or improvements to be made as provided in Section 911.01, it shall be the duty of the Mayor to cause the plans and specifications to be prepared by the Town Engineer and to cause notice requesting sealed bids upon the work to be published once a week for two successive weeks in one or more newspapers of general circulation published in the Town, which notice shall set forth in general terms the improvement authorized, the deposit or bond required, and the right to reject any and all bids.
