Whoever violates any provision of this article shall be subject to the penalty provided in Section 303.99. As an additional penalty for any violation of this article, the Judge of the Police Court may in his discretion impound the sled used by any such offender in violation of this article for a period not to exceed three months. Costs and expenses of impounding and storing such sled shall be assessed against and paid by such offender.
