Expenses incurred for travel, meals, and lodging by any elected official of the Village shall only be reimbursed if approved by a roll call vote at an open meeting of the Corporate Authorities of the Village. Reimbursement for expenses incurred by an elected official may only be approved upon a showing: a) that such expenses would be reimbursable under section 1-19-2 of this chapter if incurred by an employee or officer of the Village; b) that such expenses are otherwise reasonably incurred incident to public business; or c) that such expenses were incurred incident to public business and as a result of an emergency or other extraordinary circumstances.
