No person shall operate a recreational vehicle upon any portion of any public property owned and operated by the village and no person shall operate such recreational vehicles within the right of way for any street, avenue, alley or sidewalk within the village except as follows:
(A) A recreational vehicle may make a direct crossing of a street or highway provided the crossing is made at an angle of approximately ninety degrees (90°) to the direction of the highway and at a place where no obstruction prevents a quick and safe crossing, it is brought to a complete stop before crossing the shoulder or main traveled way of the highway and the driver yields the right of way to all oncoming traffic which constitutes an immediate hazard.
(B) A snowmobile may be operated upon the streets and avenues within the village in an emergency during the period of time when and at locations where snow upon the roadway renders travel by automobiles impractical.
(C) Recreational vehicles may be operated upon the alleys of the village for purposes of going to and from the village limits and where no alley is available for such purposes, they may be operated upon the boulevards of the village for such purpose.
