(A) Failure To Register Vacant Building/Lot: The Village shall send a notice to the owner by certified mail, return receipt requested, by personal or substitute service, or posted in a conspicuous location on the building if the owner is unknown, informing him of his failure to complete a vacant building/lot registration application or register the vacant building or vacant lot. The owner shall have fourteen (14) days in which to complete a vacant building/lot registration application or register the vacant building or vacant lot as set forth in the notice. If the violation is not resolved within fourteen (14) days, the owner shall be sentenced and fined as provided in section 1-4-1 of this Code for each offense, provided however that such sentence shall not constitute the exclusive remedy of the Village and the Village will remain entitled to pursue any and all legal or equitable relief.
(B) Other Violations: Any person who violates, disobeys, omits, neglects or refuses to comply with any provision of this chapter other than the registration requirement shall be sentenced as provided in section 1-4-1 of this Code for each offense, provided however that such sentence shall not constitute the exclusive remedy of the Village and the Village will remain entitled to pursue any and all legal or equitable relief, including but not limited to: injunctive relief, application to a court of competent jurisdiction for a receiver, demolition, or condemnation, contracting for the repair or purchase of the premises, or foreclosure of any lien the Village may have thereon.
(C) Authority Of Village: Nothing herein contained shall prohibit the Village from condemning a vacant building as provided by applicable law or taking other actions upon a determination that the building is a public nuisance or poses an imminent danger to the occupants of the building, or the public health, safety and welfare.
