(A) Made Public; Collection: The Village Clerk shall see that the fees for all licensed businesses in the Village are made public by publishing a copy of the same at the start of each year. The Clerk shall also see that the fees for all licensed businesses are collected and paid over to the Village Treasurer, as according to the provisions of Section 3-1-1 herein. (B) Fees Due in Advance: All license fees, unless otherwise provided by ordinance, shall become due and payable on May 1 in each year or on commencing any business occupation upon which such license fee is imposed by ordinance. In all cases, the license fee shall be received in advance for one year, except such license fees as are payable by the day, and for all purposes connected with the license fees as are payable with the issue and expiration of any class or kind of license required by ordinance of the Village. (C) Fee, License Enumerated: All fees include self and other family members, part-time, full time, temporary, and volunteer.
