It shall be the general policy of the city due to soil conditions to maintain overhead electrical service, primary and secondary, by way of easement or lot lines. Easement shall be provided by home owner, builder or developer for new construction. Maintenance of existing primary or secondary shall be obtained by prescriptive easement. Secondary aerial services shall be three-wire to the building installed by the city, and new services shall be triplex. Existing service shall be changed as time and conditions of wire dictate.
