§ 10.06 SALE OR ABANDONMENT OF PUBLICLY-OWNED UTILITIES.
   No public utility owned by the city, whether acquired prior to the adoption of this Charter of thereafter, shall be sold or abandoned in whole or in part, nor shall any part thereof essential to the operation of such system by sold or abandoned, nor have the operation thereof discontinued by the city unless the full terms of the proposition of said sale or other disposition thereof, together with the consideration therefor, shall have been embodied in an ordinance passed by a 5/7 vote of the council in the usual way, and submitted to the registered voters at a referendum election, and approved by a two-thirds majority vote of the registered voters voting thereon.
