Public Works, including all local improvements, may be constructed, extended, repaired and maintained either directly by City Employees or by contractors. The city shall require contractors to give bonds for the protection of the city and all persons furnishing labor and materials pursuant to the law. All contracts shall be let to the lowest responsible bidder, but the term "lowest responsible bidder" shall be interpreted as giving the council the right to accept any bid which it determines to be most advantageous to the city. The council shall reserve the right to reject any or all bids and to waive any and all irregularities and technicalities in the bid process.
