§ 51.10 WATER METERS.
   Except as herein otherwise provided, all water furnished by the city shall be measured by meters furnished by the consumer, the type of the meter to be specified by and purchased from the city. The initial purchase and installation of the meter and remote register are the responsibility of the owner of the premises. The city shall thereafter maintain and repair, at its expense, any meter that has become unserviceable through ordinary wear and tear and shall replace it if necessary. Where repair or replacement is made necessary by act or negligence of the owner or occupant of the premises it serves, any city expense caused thereby shall be a charge against and collected from the water consumer, and water services may be disconnected by the city until the cause is corrected and the amount charged is paid. All meters are to be installed in a horizontal position not less than four inches from the floor and wall area and in a safe, warm area with ready accessibility for replacement, maintenance, testing and reading, and remote registers shall be installed in places designated by the city to provide ready access for reading. No meters or remote registers shall be painted. All meter installations and necessary plumbing for the inlet and outlet ends of the meter are the responsibility of the owner or occupant of the premises and shall be done within 60 days after notification by the city. Replacement meters shall be installed by the city at no cost to the consumer unless the work is done by a non-city employee, in which case the consumer is responsible for the costs incurred.
