§ 31.19 COMMUNITY CENTER BOARD.
   (A)   Establishment and composition. A Community Center Board is hereby established. The Board shall be composed of seven members, two of whom shall be members of the Council, whose term shall be limited to their term of office on the Council. The other five members, two of whom may be nonresidents of the city, but all of whom shall be active members of the community center, shall serve staggered three year terms. The City Manager, by reason of his or her appointed office, shall serve as ex officio member.
   (B)   Powers and duties. The Board shall advise the Council on all matters relating to the operation of the city area multi-purpose Community Recreation and Education Center, it shall recommend an annual operating budget, report on the adequacy of facilities, recommend capital improvements and serve as forum for others to express their views on subjects relating to the Community Center and its operation.
   (C)   Standing committees. The Board shall also be given the authority to appoint various standing committees to serve in an advisory capacity to assist the Board in carrying out its duties and responsibilities. The standing committees shall be determined by the Board and shall include, but not be limited to, the following: fundraising, membership and publicity. Membership in the respective standing committee shall be determined by the Community Center Board.
