(A) Establishment and composition. A Park Board is hereby established. The Board shall be composed of five members who shall serve staggered three-year terms.
(B) Powers and duties. The Park Board shall have the power and duty to advise, adopt and maintain parks and playgrounds, and to recommend expansions and plans for the development of the park system to the Council. The Board may enter into necessary contracts for the maintenance and care of park property and is authorized to receive and accept, in the name of the city, gifts or devises of real or personal property to be used for park purposes. All licenses for concessions or amusements in parks shall be granted only upon the approval of the Council.
